Note: Our blog prohibits to write slanderous or defamatory articles against any third party/person/organization/country etc. I keep this rule. The article below is not such slanderous one but just my feeling based on my experiences. It sounds complain but I decided to write it hoping for the manner of the people or situation being improved to lead the success of the 2008 Beijing Olympic. I hope you could understand my meaning.
8月8日。August 8th.
来年の北京までいよいよ1年。中国のTVではオリンピック関連ニュースがトップを占める。その中で印象に残るのは、また、政府も躍起になっているのが人々のマナーの向上と言葉の問題である。
Just 1 year to go before Beijing. Olympic related news has been on the top issue for Chinese TV. Among the news, interesting one was, and what Chinese government has been trying to improve, are manner of the people and language problem.
ちなみに昨年8月、一期生と海外フィールドワークで北京を訪れている際に見たTVニュースでは、
In August last year when I was in Beijing with my former students, the TV news pointed out:-
１．つばを吐かない No spitting
２．横はいりしない No jumping a queue (Stand in a line)
３．外国人には親切に Be friendly to foreigners
の3点を、最重要課題として挙げていた。それから丸1年。成果は上がったのか？ 答えはNOである。
The above 3 points were shown as top priority and most important matters for the people of China, especially for people of Beijing. 1 year has passed since then. How is the result? Hate to say but the answer is negative.
人は相変わらず所構わずつばを吐く。道で、バスの中で、列車の中で、レストランで、インターネットカフェで。。。。なぜ、そんなにつばが出るのかと思うほど、つばを吐く。
People still spit a lot no matter where on the streets, in buses, in trains, in restaurants, in internet cafes, etc… I even wonder why they can get so much saliva. They just spit so much.
（業を煮やしたのであろう）中国政府は、ついに罰金制度を設けることにした、という記事を今日、雑誌で見つけた。罰金額は50元（約850円）。これで少しでも良くなることを心から期待したい。
I found an article in one magazine today about the spiting. According to the article, the government finally set the fine of 50 RMB (about USD8) for spiting or littering. I can imagine that the Chinese government won’t be able to keep ignoring the habit of spiting. I hope this system can work to reduce spiting.

そして横はいり。人は相変わらず横はいりをする。それに驚いた学生の斉藤は「中国は横はいり天国ですね」と言ったが、まさにその通りだと言わざるを得ない。切符売り場で、ホテルのレセプションで、コンビにで。。。。きちんと並んで黙って待つ自分が馬鹿みたいである。並ぶ場面では今のところ毎回、私は横はいりされているので、これも毎回、「並んでいるのだから、後ろへ行くよう」注意する。私は中国語が話せないので、ジェスチャーで注意する。昨日も上海駅のケンタッキーフライドチキンで注文しようと並んでいたら、私の前に男がさっと割って入ってきた。男に注意すると、「あ、並んでいるんですか」という表情で後ろへ行ってしまった。「用もないのにただ突っ立っている筈ないではないか。注文するために並んでるということくらい、見れば分かるだろうに。。」と私は憤慨した。
People here still just jump a queue. My student Saito who was surprised about it said that “it is like heaven of jumping a queue”. Hesitate to say, but unfortunately I have to agree with his. At ticket counters, at reception desks of hotels, at convenience stores, etc. I am like a stupid person if I just make line to wait for my turn. I am always being jumped a queue, so I always have to tell such person to make a line and go behind of me. I can’t speak Chinese, so I tell them by gesture. Even yesterday when I was about to order some food at Kentucky Fried Chicken in Shanghai Train Station, a man just jumped a queue in front of me. I thus told the man to make a line. Then he looked at me as if he did not know that I was waiting! He then just went somewhere. “Did you think that I was just standing without any reason in front of the casher of Kentucky Fried Chicken? Didn’t you realize that I was standing there to order something?” I really want to complain to those who jump a queue because it is very frustrating.
また、横はいりではないが、電車に乗る際も凄まじい。ホームへの入り口へ、電車のドアへ、乗客は殺到する。ルールなどなく、早い者勝ち・強い者勝ちの世界である。上海で初めて地下鉄に乗り人民広場駅で降りようとしたが、これがとんでもなかった。車内の掲示板には「下先上後」（降りる人が先、乗る人は後）という意味のことが書かれていた。「さすがは上海」と安心した。が、甘かった。駅に着きドアが開くや否や、ホームから車内に人がどーっと入ってきた。まるで洪水か津波に押し流されるように、私を含め下車しようとしていた数人の乗客はもみくちゃにされた。降りるどころか逆に車内に押しこまれそうになった。あまりの凄まじさにその様子を写真に撮った。そして何とかドアまでたどり着き、ようやくホームに降りれると思った瞬間、ドアが閉まった。その駅は線路に乗客が落ちぬようホーム自体にもドアがあるタイプだった。私のバックは電車のドアに、私の体はホームのドアにそれぞれ挟まってしまった。それを見た女性客が「キャー」と叫び、数人がその2枚のドアをこじ開けてくれ事なきを得たが、まさか地下鉄から下車することがこれ程大変とは想像しなかった。こんなめちゃくちゃが毎日毎回、電車がホームに着くたびに行われているのかと思うと、「一体どうなってるのか？」と思わざるを得ない。
It is not really a jumping a queue, but when you get on trains, it is another nightmare. People just rush to the entrance door of the platform or the train. There seems like no rule. The first comer, the first save. If you are physically strong, you can win. When I got on the subway in Shanghai for the first time, when I got off, I was so shocked. In the train, the notice board mentioned that “Get off first, Get on second”. I thought it was nice notice as might have been expected in Shanghai as sophisticated big town and felt safe. However, my expectation was not correct. As soon as the subway arrived at the station and when the door opened, so many people on the platform just jumped into the train. It was as if flood or tsunami and passengers including me who wanted to get off the train were pushed back even deeper into the train. It was so hard and unusual, I took a photo. Then when I struggled and reached to the exist doors, they were closed. There were 2 doors, one for the train and another for the platform. My bag was stuck by the door of the train and my body was stuck by the door of the platform. One lady who saw my screamed and some people helped me to get rid of those doors. Well, I did not even expected to struggle to get off the train. I must say that what is going on there. I mean, such situation happens every time everyday when the train come into the station.
上海地下鉄で。ドアが開いた瞬間車内になだれ込んできた客。私は下車しようとしたが、この波にもまれ、車内に押し込まれ降りることが出来ない。そしてこの数秒後、ドアにはさまれた。
Shanghai Subway. As soon as the door of the train opened, people from the platform rushed into the train. I was trying to get off the train, but I was even pushed back into the train. After several second from this photos, I was stucked by 2 doors.
同じようなことが先日、内モンゴルのフフホト駅でも起こった。列車のドアに荷物を持った大勢の客が殺到した。大きなバックパックを持った私と学生はあっけにとられるしかなかった。その列車は指定席だから慌てる必要は本来ないはずなのだが、空いている席にどんどん他の客が座っていってしまうようなのだ。また、荷物を置く棚も決して広いとは言えず、早く場所を確保しなければ、荷物は通路やひざの上ということになる。恐らくそのような理由で乗客は席取りのため乗車時にドアに殺到するのだろう。車掌も切符検査に車内を回ってくるが指定席の確認など全くしない。おかしな話である。
Same kind of thing as Shanghai subway happened in Hufuhoto Train Station in Inner Mongolia the other day. My students and I who got huge back packs just could not believe the situation happened in front of us and just stood to see it. So many passengers with a lot of belongings rushed to the train door. All seats were basically reserved seats, so the passengers did not have to rush to the door. However, people just ignore it and sat any seat regardless of the seat numbers. The space for the luggage is not big enough, so you have to be in a hurry to get the space for your bags. Otherwise, you have to keep your bags on the corridor or on your knees. That may be the reason why people must rush into the door to get on the train before other passengers. Train masters come to check the tickets, but they don’t even care the seat numbers. It is very strange system, I feel.

では外国人には親切かというと、私の個人的な感想だが、ホテルのレセプションでさえ7対３くらいの割合で、不親切で笑顔なし。昨日も笑顔を売りとするホテル（受け付けカウンターにそう書いてあるホテルなのだが）で、チェックアウトをしようとすると、しかめっ面をしたスタッフにいかにも不愉快そうな対応をされた。「ここに書いてあるキャッチフレーズをオマエは読んだのか？」と私はそのスタッフにクレームをつけたが、お構いなし。。。。チェックアウトなど、宿泊客が部屋のカギを返し宿泊代を払うだけのこと。彼女が何故怒るのか、全く不明である。どころか、私に文句を言われたため、彼女は益々機嫌を悪くしたようで、笑顔どころか、精算が終わっても「謝謝」の一言さえなかった。サービス業が徹底している日本から来ると、中国のサービス業は首を傾げたくなることしきりである。何が不愉快なのか、なぜそんなにしかめっ面をするのか、不明である。
How about the last point about being friendly to foreigners? This is my personal feelings, but about 7 people out of 10 at reception desks of hotels, are not friendly and no smile. When I was trying to check-out at a hotel (their motto was “friendly to the customers” which was written on the reception desk) yesterday morning in Shanghai, the receptionists looked so angry and unhappy against me without any reason. “Have you ever read this motto of your hotel?” I complained the receptionist, but she did not care. To check-out is just to return the room key and settle the bill. So, I did not understand at all why she was so angry. She bacame even much unhappy because of my complain. She did not even say “Thank you” after settle the bill. If you are from the country like Japan where hotel business or such kind of so called service business field is well developed, you must shake your head often against Chinese way of “service business field” such as hotel business. I just wonder and don’t know what makes them so unhappy or angry.
長くなったが、上述のごとく、上記3点は現時点では見事に不合格である。
As you see, the above 3 points have not been improved as of today.
そして、言葉。中国では中学高校で英語を7年間学ぶそうだが、これが通じない。日本も五十歩百歩、他人のことはあまり言えぬが、ホテルなどでもまあ、通じない。このままではオリンピックも大混乱だろう。そこで、北京の銀行、ボランティア、警察、役所などを中心に、英語を学ぶ人々の様子がニュースで放映されている。早急に成果が上がることを期待するばかりである。
Lastly, the language. In China people study English for total 7 years in junior high and high school. However it seems not working. I can’t criticize the Chinese case because us Japanese are the same. In Japan, we learn English for total 6 years in junior high and high school. But no hope. However, in China, even at hotels, hotel staff hardly understand English. If they won’t work out something, Beijing Olympic will be a big mess receiving a lot of foreigners from all over the world. Under such situation, TV news shows that bank staff in Beijing, volunteer staff, police officers, government officers etc have started to learn English. I sincerely hope that language problem will be sorted out by next year.

いずれにせよ、このままでは北京オリンピックを訪れる推定50万人に上る外国人の多くは眉をひそめ、中国は世界に大恥をさらす事態になりかねぬ。しかしそこは礼節や体裁を重んじる中国のこと。どこかの時点で恐らく大号令がかかり、上述の問題は徹底されることになるのだろう。
Anyway, about 500,000 foreigners who will be expected to come visit the Olympic would be negatively surprised and as a result China would show big shame to all over the world if the situation could not be improved. However China is a country of politeness and people care what other people think. So I’m sure that some kind of serious order from the government will be out at some point to solve the above matters by all means.
オリンピック開幕は来年8月8日。次回フィールドワーク3期生もちょうど同時期、中国にいる予定である。それまでに中国の人たちのマナーなどがどう変化しているのか。非常に興味深く思い、また、オリンピックの大成功を心より願っている。
Beijing Olympic will be opened on August 8th next year. Next Fieldwork students will be in China during the same period as Olympic. So, I am very keen to see the improvement of the above manner etc. I strongly wish for the Olympic to be very successful one.
